A fire has broken out on Friday morning at the six-reactor Zaporozhskaya NPP, which local Ukrainian authorities have blamed on shelling by Russian troops. Moscow had informed the international nuclear authorities on Tuesday that Russian forces had secured the territory around the plant and it was operating normally.

The plant is “on fire,” Energodar mayor Dmitry Orlov claimed on his Telegram channel, blaming “continuous enemy shelling of buildings and units of the largest nuclear power plant in Europe.” He did not give details as to which buildings might be on fire or whether there was any danger to the reactors.

Ukraine’s State Emergency Service later issued an update stating that the blaze had actually erupted in a “training building” adjacent to the nuclear site, not the facility’s reactor buildings. While it noted firefighters were initially unable to respond due to the fighting, they were ultimately able to contain the blaze.

The UN’s nuclear watchdog, the International Atomic Energy Agency (IAEA), meanwhile, said that no “essential equipment” had been damaged at the plant, adding that there has been “no change reported in radiation levels,” citing Ukrainian officials.

The six-reactor nuclear power plant is Ukraine’s largest. The territory around it came under control of Russian troops on Monday, Moscow informed the International Atomic Energy Agency (IAEA), adding that the plant staff continued their “work on providing nuclear safety and monitoring radiation in normal mode of operation.” All of Ukraine’s nuclear power plants remained under control of the national operator, Moscow noted.

Security camera footage from the plant indicated there was indeed a blaze on the premises, after apparent flares and tracer rounds had been fired towards one of the buildings. Ukrainian media reports earlier on Thursday claimed that negotiations with the local authorities had broken down and that a firefight broke out between Ukrainian and Russian forces controlling the surrounding area.

The UN’s nuclear watchdog, the International Atomic Energy Agency (IAEA), meanwhile, said that no “essential equipment” had been damaged at the plant, adding that there has been “no change reported in radiation levels,” citing Ukrainian officials.

The report in the New York Times quoted a Western intelligence report as saying senior Chinese officials told senior Russian officials to not invade Ukraine until the international sporting event in Beijing had concluded.

Ahead of the Winter Olympics, Russian President Vladimir Putin and Chinese President Xi Jinping met, issuing a joint statement to declare that the “friendship between the two states has no limits,” adding that “there are no ‘forbidden’ areas of cooperation.”

China was one of 35 nations that abstained from a vote of the UN General Assembly on Wednesday, which saw 141 nations condemn Russia’s invasion of Ukraine, while only five members, including Moscow, rejected the resolution.

“Regrettably, the draft resolution submitted to the General Assembly emergency special session for vote had not undergone full consultations with the whole membership, nor does it take into consideration the history and the complexity of the current crisis,” Wang told reporters, explaining China’s decision to abstain.

A senior Republican senator has warned Russian citizens that they will spend the rest of their lives in isolation and darkness unless one of them steps up to “take this guy out” – apparently referring to Russia's President Vladimir Putin. Graham’s tirade came following news of a fire at Europe’s largest nuclear power plant, which Ukraine blamed on a “Russian shelling.”

“Is there a Brutus in Russia? Is there a more successful Colonel Stauffenberg in the Russian military?”
Sen. Lindsay Graham Tweeted on Thursday night.

“Unless you want to live in darkness for the rest of your life, be isolated from the rest of the world in abject poverty, and live in darkness you need to step up to the plate,” he added.

While Graham did not mention Putin by name or specify how exactly he expects the Russian people to “take him out,” his historical parallels leave little room for interpretation. Marcus Junius Brutus was a Roman politician who betrayed and assassinated Julius Caesar, immortalized in the emperor's dying words: “You too, Brutus?” Claus von Stauffenberg, meanwhile, was a German army officer famous for his failed assassination attempt on Nazi dictator Adolf Hitler.

Not admitting Ukraine and Georgia into NATO was the right decision, German Chancellor Olaf Scholz told the TV channel ZDF on Thursday, commenting on the current conflict between Kiev and Russia.

Scholz was apparently referring to the June 2021 summit in Brussels, when NATO endorsed the two former Soviet republics’ right to join in principle, but did not give a timeframe for accession and insisted on both undergoing “reforms” before that could happen.

“That was the correct decision, after very long negotiations within NATO about that issue,” said Scholz, answering ZDF host Maybrit Illner.

Ukraine’s NATO membership is not on the alliance’s agenda today, the chancellor added.

NATO first embraced the “open-door policy” for former Soviet republics at the Bucharest summit in April 2008 – four months before Georgia attacked the breakaway region of South Ossetia, triggering a Russian intervention.

In February 2014, a US-backed coup ousted the democratically elected government in Kiev. In December that year, the new government abandoned its commitment to neutrality and changed the constitution to reflect its aspirations to join both NATO and the European Union (EU).

Russia has cited Ukraine’s NATO aspirations as a “red line” for its national security, offering the alliance and the US a proposal for joint European security architecture in December. Both Washington and Brussels said no.

Last week, Moscow ordered its troops into Ukraine to demilitarize and “denazify” the government in Kiev, claiming it was engaged in “genocide” in the breakaway republics of the Donbass. Ukraine has accused Russia of an unprovoked invasion. NATO has agreed with Ukraine’s position and imposed a sweeping blockade of Russia, but publicly pledged not to send troops to fight in Ukraine.

Washington is looking at the possibility of sanctioning India over New Delhi’s purchases of Russian weapons, a senior State Department official has told Congress. The US is also pushing India to disavow Moscow over the current conflict in Ukraine.

President Joe Biden is “looking very closely” at whether to implement or waive the sanctions on countries that buy Russian military hardware, Assistant Secretary of State for South Asian Affairs Donald Lu told the Senate.

India recently bought S-400 air defense systems from Moscow, running afoul of a 2017 US law called Countering American Adversaries Through Sanctions Act (CAATSA), passed in response to allegations of Russian meddling in US elections.

“I can assure you that the administration will follow the CAATSA law and fully implement that law and will consult with Congress as we move forward with any of them,” Lu told lawmakers. “What unfortunately I am not able to say is to prejudge the decisions of the president or the [secretary of state] on the waiver issue or on the sanctions issue, or whether Russia's invasion of Ukraine will bear on that decision,” he added.


Turkey, a NATO ally, was sanctioned under CAATSA in December 2020 and banished from the F-35 fighter program for buying S-400s from Russia.

Over the past several months, the US has been in a “pitched battle” with Indian officials, Lu said, with Biden himself as well as Secretary of State Antony Blinken pushing New Delhi “to take a clearer position, a position opposed to Russia’s action.”

India has already canceled orders of MiG-29 fighters, helicopters and anti-tank weapons from Russia, Lu said, but the US would like it to do more. Washington is “in the process of trying to understand whether defense technology that we are sharing with India today can be adequately safeguarded given India’s historical relationship with Russia and its defense sales.”

New Delhi’s abstention at the UN General Assembly vote to condemn Russia on Wednesday and offer of humanitarian aid to Ukraine are “promising steps,” Lu said, adding that “action has begun to turn public opinion in India against a country that they perceived as a partner” after an Indian student was killed in Kharkov, reportedly by a Russian bombing.

Both Washington and Moscow have wooed India in recent years, with Russia signing a number of manufacturing contracts – including for weapons and Covid-19 vaccines – while the US renamed its regional command “Indo-Pacific” and declared New Delhi a “major defense partner” in 2016.

India is also taking part in the Quadrilateral Security Dialogue, a group that includes the US, Japan and Australia and is aimed at countering China. The White House said on Thursday that Biden held a video call with the group “to discuss the war against Ukraine and its implications for the Indo-Pacific.”

The US and Russian militaries have established a “deconfliction” line to prevent misunderstandings or accidents from escalating into a war between Moscow and NATO, the Pentagon confirmed on Thursday.

“The United States retains a number of channels to discuss critical security issues with the Russians during a contingency or emergency,” a senior Department of Defense official told reporters in a background briefing on Thursday. “The Department of the Defense recently established a deconfliction line with the Russian Ministry of Defense on March 1 for the purposes of preventing miscalculation, military incidents, and escalation.”

The Pentagon is already using a similar communications channel with Moscow in Syria, where Russia has been conducting counter-terrorist operations at the invitation of Damascus since late 2015 – and occasionally crossing paths with US forces operating in the country without an international mandate.

US European Command will be in charge of the American side of the hotline, the Pentagon official said. The announcement comes a day after Sweden – which is not a NATO member – accused Russian aircraft of straying into its airspace over the Gotland islands in the Baltic Sea.

Earlier this week, the Pentagon told reporters it was seeking to establish a direct channel with the Russian military, as more US and NATO troops moved towards the alliance’s eastern borders. The US alone has sent several thousand troops to Poland, Romania and the Baltic states of Estonia, Latvia and Lithuania in recent weeks.

While US President Joe Biden condemned the Russian “invasion” of Ukraine and imposed sweeping economic and cultural sanctions he said would “cripple” Russia in the long term, the White House also insisted there was no plan for US or NATO troops to fight inside Ukraine.

Ukrainian President Volodymyr Zelensky has informed the US and UK leaders of an incident at the country’s largest nuclear facility, accusing Russian forces of shelling, causing a fire and triggering fears of a meltdown.

The White House confirmed that President Joe Biden had been in touch with his Ukrainian counterpart late on Thursday night, noting that he was updated on the situation at the Zaporozhskaya Nuclear Power Plant following the fire incident. It added that Biden was also in touch with the US National Nuclear Security Administration, an agency of the Energy Department.

“[The Department of Energy] has activated its Nuclear Incident Response Team and is monitoring events in consultation with [the Pentagon], [the Nuclear Regulatory Commission] and the White House,”
she said, though added that “no elevated radiation readings” had been detected near the plant, and that its reactors are “protected by robust containment structures and… are being safely shut down.”

UK Prime Minister Boris Johnson had a similar discussion with Zelensky, according to Downing Street.

“Both leaders agreed that Russia must immediately cease its attack on the power station and allow unfettered access for emergency services to the plant,” a readout of the call said, with the PM adding the incident could “directly threaten the safety of all of Europe.”

Kiev previously stated that Russian munitions had targeted the facility, with Ukrainian Foreign Minister Dmytro Kuleba accusing Moscow of launching strikes “from all sides” while warning of a disastrous meltdown.

Earlier this week, Russia informed the IAEA that it had captured the area surrounding the Zaporozhskaya plant, though at the time it was unclear whether it had taken control of the facility itself. The watchdog relayed claims from Ukrainian officials on Thursday that Russian forces had broken through defenses in the nearby town of Enerhodar and were advancing on the nuclear site.

EU launches Ukraine civil protection hub in Romania​

The European Commission will send Kiev €500 million in humanitarian assistance

Speaking at a press conference on Thursday with Romania’s president, European Commission President Ursula von der Leyen redeclared the European Union’s support for Ukraine’s membership application.

“There is no doubt that these brave people who defend our values with their lives belong in the European family,” von der Leyen told reporters, outlining the support the EU will provide Kiev amid the ongoing conflict in Ukraine.

Declaring that it is “our duty as Europeans” to provide support “in times of war,” von der Leyen announced a “civil protection hub for Ukraine” will be based in Romania and “at least €500 million” ($554.40 million) in humanitarian assistance be sent to Kiev.

Romanian President Klaus Iohannis revealed he had discussed with von der Leyen about the need to increase support for countries that are “currently dealing with a large number of Ukrainian refugees.”

Iohannis and von der Leyen did not specify where exactly the new hub will be established, but the pair expected it would be required, fearing the conflict in Ukraine will escalate.

“We are in this together and we will accompany Ukraine in this process with determination, with unity and with solidarity,” von der Leyen stated, citing how the EU plans to connect the slavic nation to the European electricity grid.

During their joint press conference, the pair reaffirmed the importance of continuing to impose sanctions on Russia amid the conflict in Ukraine.

The European Commission president was clear that the EU’s intention was to “cut off the Kremlin’s capacity to wage war on its neighbors,” warning “additional steps” might be required if the situation in Ukraine deteriorates further.

Some 16,000 foreign “volunteers” are heading for Ukraine to fight against Russia, President Volodymyr Zelensky said on Thursday. The militants are coming as the country continues to receive lavish military aid from abroad, he added.

“Ukraine continues to receive weaponry on a daily basis from our partners, from real friends. And the weapons are more and more powerful every day,” Zelensky said in a taped address shared on social media.

Ukraine is already welcoming foreign volunteers who are coming to our country. First ones from 16,000. They are coming to defend freedom, defend life. For us, for everyone. And it will be a success, I’m sure.

Earlier, Ukraine announced the creation of an International Legion of Territorial Defense, a state-backed paramilitary unit meant for foreign fighters to join. Several European countries have already said they would not prevent their citizens from traveling to fight in Ukraine.

То, как это происходит, дает ясно понять почему Путин назвал это специальной военной операцией, а не войной. Приведу навскидку только список действительно серьезного вооружения (не ядерного, про него вообще молчу), которое имеется в арсенале армии России и которое в Украине до сих пор не применялось. Все системы залпового огня: Град, Смерч, Торнадо; ТОС-1 Солнцепёк; Коалиция СВ; Пион; Калибр наземного и морского базирования; Искандер; Стратегическая авиация: Ту-22, ТУ-95, Ту-160 с их крылатыми ракетами, ну и новомодные Кинжалы и Авангарды. Если понимать возможности этих типов вооружений, в случае их комплексного применения, то однозначно можно сказать, что к этому моменту украинский военный потенциал уже растворился бы как дым, но вместе с ним растворилась бы и значительная часть гражданской инфраструктуры. Человеческие потери с украинской стороны измерялись бы десятками, если не сотнями, тысяч как военных, так и гражданских, а вот со стороны России потери, возможно были бы меньше.
