During the first five months of the year, 8,122
culpable homicides have been registered in the
country , a figure that represents the historical maximum for a similar period, since they exceed
7,893 cases documented by the Public Ministries in the same period of 2022, from According to figures from the
Executive Secretariat of the National Public Security System (SESNSP).
On a national scale, this type of
homicide has registered an
upward trend , starting in 2018 when the Public Prosecutors of the 32 entities recorded
7,410 fatalities; The only period in which there was a reduction was 2020 due to mobility restrictions caused by the
covid-19 health emergency .
The increase in
culpable homicides could be due, to a large extent, to the fact that there is an alteration in the figures for murders linked to
organized crime in entities that face severe security problems such as
Guanajuato or
Jalisco .
“We have corroborated it in at least three entities: Mexico City during the government of Miguel Ángel Mancera and recently Guanajuato and Jalisco. It is a strategy of making up figures that state prosecutors operate, which are the ones that feed the metrics of the National Public Security System and that pass off intentional homicides as if they were guilty. An execution is made to pass as a traffic accident”, explained the specialist in security issues, David Saucedo.
Among the entities that concentrate more cases of
accidental homicides , the case of
Guanajuato stands out , where 881 people have died due to fortuitous causes in the first five months of the year and ranks as the state with the most cases.
It should be remembered that this same entity also leads the list of murders related to
organized crime , with
1,380 fatalities so far in 2023.
In only two years, culpable
homicides grew 30.5 percent in the entity, since in 2021 there were 675
crimes of this type without the intention of attacking and by 2022 the figure stood at
776 cases .
A particular situation that occurs in
Guanajuato , and that allows to reduce the number of violent or accidental deaths, is that the prosecutor's office has decided not to add the bodies found in the clandestine graves, to the records that are presented each month to the authorities. of the
federal government.
“Missing people are not missing, they are dead. So those numbers are being added to the final metric, but not in all states; For example, Guanajuato does not add the people who are in the drug pits in its homicide metrics, but Tamaulipas does," said Saucedo.
Another entity that presents high rates of culpable homicides, and that was pointed out by
David Saucedo for altering the metrics, is
Jalisco . In that entity, 542 unintentional homicides have been recorded, which represents
the highest number in the last nine years, according to SESNSP reports.
From 2018 to 2023, the number of culpable homicides in the entity grew 29.3 percent, if the period from January to May of each year is taken into account.
In 2021, 440 homicides of this type were committed , but so far in 2023
the figure is already higher by 102 cases.
The fact that two violent entities such as Jalisco and
Guanajuato are accused of altering figures represents a national problem when reporting
crime incidence figures , since there are five states in the country that have
the highest number of homicides , it is enough that in three of them this make-up of figures is operated so that the overall figure for the entire country decreases.
