The new release of 30,000 cubic feet per second over the still damaged Oroville Dam spillway, is to drop lake levels enough to last through the dry season so the California Department of Water Resources can begin rebuilding the main spillway.

This in my opinion will be hampered and delayed by unseasonable storms that roll in from the Pacific as the Inter Tropical Convergence Zone shifts due to the intensification of the new mini ice age.

There is a direct correlation for the Sacramento River rising at the beginning of mini ice ages, and overall as our planet transits to 2019 we will experience global crop losses.

Ron Stork, senior policy advocate for Friends of the River, said some problems have been on the radar for 20 years.

The emergency spillway was not designed to be safe, Stork said as an example. It was designed for an emergency that was never supposed to happen.

However, DWR said “it was safe up there. It was all solid rock. They told the dam safety regulators that. Both the (Federal Energy Regulatory Commission) and the Division of Safety of Dams bought that story back in 2005 and 2006 when we were raising these issues during the FERC relicenseing process. That story was factually incorrect,” Stork said.

“And when we ask ‘show your work,’ we’re told” there are security issues that must be kept secret, he continued.

“We clearly have a cultural problem with dam safety regulators at DWR failing to recognize real risk,” and failure to provide public transparency, Stork said.

A “conditioning effect” can take place over time, said Robert Bea, who shared perspective from his 63 years in the industry. A former engineer with the U.S. Army Corps of Engineers and UC Berkeley professor, Bea helped found the university’s Center for Catastrophic Risk Management. He recently worked, on his own time, to review what may have gone wrong with the spillway.

Bea concluded there were problems with the spillway at the design phase, which continued on through construction phase, and continued undetected through decades of maintenance and operation.

Part of his conclusions came from three retired DWR staff who he has promised not to name, he told the committee members.

When he looked through inspection reports he saw “cracks that have been painted over,” and broken anchors at the spillway gates, Bea said.

DWR has said the green spots on the dam are naturally occurring. Yet, Bea said there should be more investigation. “In my view, nothing like that is taken as natural until proven natural.”

On Saturday, the Mississippi River at St. Louis crested at 41.7 feet, or nearly 12 feet above flood stage. The river is not forecast to fall below flood stage until the upcoming weekend.

“Flooding is occurring or will occur along the Mississippi River from near New Boston, Iowa, to Donaldsville, Louisiana, and along some of its many major tributaries like the White, Missouri, Ohio and Illinois rivers,” AccuWeather Senior Meteorologist Mike LeSeney said.

A relatively low freezing level meant more of those (giant) 3-4" diameter hailstones were able to survive the trip to the ground, creating a winter-like scene for much of the area.

GOES-16 captured this 30-second visible imagery of the strong storms that tore through northern Colorado on Monday (May 8, 2017) afternoon. The storms brought more than 2 inches of rain and hail, some of it large, to parts of the state. Hail still covered the ground in parts of the Denver area this morning, more than 12 hours after the storms. More rain is in the forecast for the area today (May 9) and tomorrow (May 10), and there is a potential for more strong storms this afternoon, especially south and east of Denver.

This imagery was created with the Advanced Baseline Imager's Band 2, or red-visible band, which capitalizes on the imager's enhanced resolution to offer meteorologists a closer, more detailed look at the structure of the clouds and the near-storm environment. For example, note the "overshooting" tops and rough texture of the tops of the storm clouds, which is indicative of strong vertical updrafts -- a characteristic of intense storms.

The above reference to "30-second" imagery refers to the frequency with which GOES-16's Advanced Baseline Imager captured an image of the storms. 30-second imagery is produced when both of ABI's regional scan modes, each of which can produce an image every minute, are focused on the same area and then programmed to capture an image 30-seconds apart from one another.

Heavy floods caused by monsoon rains in Sri Lanka have claimed the lives of over 90 people, the country's Disaster Management Center said in a statement on Friday, adding that over 100 people are considered missing.

"Due to the heavy rain Kalu, Kelani, Gin, Nilwala, Attanagalu Oya rivers were rising water levels later caused flooding. Around 61315 People belonging to 16759 families were affected in 14 Districts. 91 Deaths and 110 missing reported as per the situation report issued by DMC on 26-05-2017 1930hrs [14:00 GMT]," the statement read.

According to the statement, 2,042 people have been evacuated to 38 safe locations.

Search and rescue operations, as well as evacuations, conducted by Sri Lankan armed forces and police are reportedly underway.

The South West monsoon that caused the heavy rains came after nearly two months of continued drought, according to media reports.

Five rivers burst their banks as a result of a powerful monsoon.

A hundred people have died and 99 are missing in Sri Lanka after heavy rains triggered floods and mudslides on the Indian Ocean island, the disaster management ministry said Saturday.

"100 deaths and 99 missing reported," the ministry’s Disaster Management Centre (DMC) said in a fresh situation report.

Authorities said five rivers burst their banks as a result of a powerful monsoon. More than 200,000 people have been affected, according to DMC. Over 12,000 were forced to flee to safe locations.

The Sri Lankan army and police have been deployed in the area for search and rescue operations. Military boats and helicopters are used to take people to safety.

India has sent three ships — INS Shardul, INS Kirch and INS Jalashwa — for rescue and relief operations after receiving a request from the Government of Sri Lanka for assistance following major flooding and landslides in various parts of the country.

"INS Kirch with around 125 personnel on board, arrived at Colombo port and offloaded relief supplies, inflatable boats with diving teams and a mobile medical team with supplies. High Commissioner of India Taranjit Sandhu handed over the supplies to Ravi Karunanayake, Foreign Minister of Sri Lanka at Colombo port. The Indian rescue personnel are now being deployed to the disaster affected zone in coordination with Sri Lanka Navy and other Sri Lankan authorities," Gopal Baglay, spokesperson in the Ministry of External Affairs, said.

"A second ship, INS Shardul, has also arrived at Colombo port. The ship is carrying additional relief material requested by Sri Lankan authorities. A third ship, INS Jalashwa, has also joined the relief efforts," Baglay added.

Further, the Indian High Commissioner in Colombo is in touch with Sri Lankan authorities to coordinate assistance that may be required.

On Sunday, the ministry said that a total of 151 people have died and 111 are missing due to the floods.

“164 deaths and 104 missing reported,” the ministry’s Disaster Management Centre (DMC) said in a new situation report.

Earlier in the day, Chinese Leader Xi Jinping expressed condolences to President of Sri Lanka Maithripala Sirisena and offered to provide support in dealing with consequences of the large-scale destruction caused by the floods. The Chinese Ministry of Commerce said that Beijing will contribute the humanitarian aid worth almost $2 million to the crisis-hit country.

The emergency is reportedly the worst since 2003 when a tropical cyclone swept through southwest Sri Lanka, causing flooding and landslides that killed 260 people and destroyed almost 25,000 homes.

From Monday morning to Tuesday morning, the city reported average precipitation of 81 mm (3.2 inches), with 219 mm (8.6 inches) reported in the region where the typhoon landed, the city's flood control and drought relief headquarters said.

Those evacuated include people who work outdoors and many living in old and at-risk houses and prefabricated structures.

A total of 2,198 fishing boats returned to ports to take shelter from the storm. In addition, 232 flights were canceled in Shenzhen.

The city has not received reports of casualties and major losses.

As heavy rain continued, the headquarters ordered more measures to guarantee the safety of construction sites, migrant workers, reservoirs, sea dikes and underground space.

Typhoon Merbok, the second typhoon of the year, made landfall in Shenzhen at around 11 p.m. Monday, according to the National Meteorological Center.

The typhoon was reduced to a tropical storm after making landfall, packing maximum wind of 23 meters per second (51 mph) at its eye.

Cleanup was underway Monday night after the round of severe weather toppled trees, flooded streets and cut power in communities from New Jersey to parts of the Hudson Valley and western Long Island. Hours-long flight delays at Newark and Kennedy airports continued late Monday.

A massive tropical storm is pounding much of the US Gulf Coast, with areas across six states in the southeastern US experiencing potentially life-threatening floods.

Tropical Storm Cindy, which stretches from San Luis Pass, Texas, to Orlando, Florida, is expected to dump as much as 5 to 12 inches of rain in some areas over the coming days.

Tropical Storm Cindy, which has already shut energy production in the Gulf of Mexico, disrupted shipping and forced workers off oil and gas platforms, is now bearing down on the Texas-Louisiana coastline.

With top winds of 50 miles (80 kilometers) an hour, down from 60 mph earlier, the system is moving northwest toward the coast about 160 miles southeast of Galveston, Texas, the U.S. National Hurricane Center said in a 2 p.m. New York time advisory.

The storm has already shut one-sixth of the oil production in the Gulf of Mexico, halted vessel unloadings at a major oil-import terminal and triggered a force majeure on a system that collects natural gas from offshore platforms. Once Cindy makes landfall, it could threaten to disrupt energy operations in a region that accounts for about half of the nation’s oil-refining capacity.

“The biggest impact would be on shipping activity which will remain suspended through Friday,” said Andy Lipow, president of Lipow Oil Associates in Houston. “Storm sets off high winds and waves that will impact ability of ships to go through open water.”

Cindy probably won’t have much impact on natural gas production because so much has shifted to other parts of the country, said Stephen Schork, president of the Schork Group Inc. in Villanova, Pennsylvania.

“If this was 10 years ago, natural gas prices would probably be 3 dollars higher than they are,” Schork said. “What is interesting is it still has potential impact on crude oil.”

Gulf rigs and platforms account for about 17 percent of U.S. crude oil output and 4.1 percent of gas production. About 45 percent of petroleum refining capacity and 51 percent of gas processing is along the coastline.

Offloading Suspended

Vessel offloading at the Louisiana Offshore Oil Port marine terminal was suspended. The rest of the company’s operations, including deliveries from its Clovelly, Louisiana, hub, were expected to continue, according to the company’s website.

While pilots have stopped guiding ships into Sabine Pass, which also funnels traffic to the ports of Beaumont and Port Arthur in Texas, the Coast Guard has decided to keep the Houston Ship Channel open. Sabine Pass is also the site of the only active liquefied natural gas export terminal in the lower 48 states.

Enbridge Inc. evacuated nonessential workers from some platforms in the Gulf. Royal Dutch Shell Plc suspended “some well operations” in the region, though production is unaffected, according to company spokesman Curtis Smith. BP Plc and Anadarko Petroleum Corp. also evacuated nonessential personnel. BHP Billiton Ltd suspended nonessential operations and “demobilized” nonessential workers.

Destin Pipeline Company LLC declared force majeure on Tuesday, saying in a notice to shippers that it’s unable to provide gas transportation service from all of its offshore receipt points because of the storm.

It’s been a year since the U.S. Gulf Coast took a storm hit. Tropical Storm Colin and Hurricane Hermine struck Florida last year. The last storm to reach the western Gulf was Tropical Storm Bill in June 2015.

Cindy could bring 6 to 9 inches (15 to 23 centimeters) of rain across parts of Louisiana, Mississippi, Alabama and Florida, with some areas getting as much as 12 inches, the center said.

Police shut northbound US-127 north of Mt. Pleasant but it reopened about 9 a.m.

The expressway remained closed near Rosebush, which was hit hardest by much of the flooding.

Crews at 6 a.m. were assisting with a four-vehicle accident on US-127 but said one lane remained open and decided against closing the expressway.

Much of M-20 is closed and police officers starting morning shifts are waiting for instructions from Isabella County Central Dispatch on where they are needed first.

“Everything is under water and there are cars abandoned everywhere,” one officer said. More than six inches of rain fell in Isabella since 9 p.m. Thursday.

Some police officers are picking up others ar home with taller vehicles and squad cars are being left parked in favor of SUVs with higher ground clearance while street crews are busy programming “road closed” signs to place around the county.

Flood warnings been extended until 11:30 this morning.

Mecosta, Montcalm and Midland Counties are also under flood warnings, with streets completely submerged in some areas.

The tragedy took place in the village of Xinmo in Maoxin county of Sichuan early on Saturday as a result of torrential rains. Total of 62 houses and a road have been hit by the landslide.

The rescuers managed to extract bodies of 24 people out of the debris, according to CGTN broadcaster.

The previous reports said 15 people were killed in the landslide.

About 2,500 rescuers are participating in the search and rescue operation in Sichuan after a deadly landslide.

UN Secretary-General Antonio Guterres has expressed sadness over the deaths of people after the landslides in southwestern China, saying that the organization is ready to help Beijing in responding to the incident.

The natural disaster that occurred on May 29 became the deadliest storm in the Russian capital since one in 1998 which killed around 10 people. The storm damaged 243 buildings and around 2,000 cars in the capital, Moscow Mayor Sergei Sobyanin wrote in his Twitter account.

A typhoon Nanmadol has arrived to the south of the Japanese Okinawa prefecture and is moving north-east toward the Japanese archipelago, the Japan Meteorological Agency reported on Sunday.

The pressure in the center of the typhoon is estimated at 1,002 hectopascals, while the wind speed reaches 18 meters per second (40.2 miles per hour).

The meteorologists predict that the tropical cyclone may reach the Okinawa prefecture by Monday, and Japan’s main island of Honshu by Wednesday.

Typhoon Nanmadol, also Typhoon Mina in the Philippines, was the strongest tropical cyclone in 2011 to affect the Philippines, Taiwan and China, bringing numerous casualties and damage to the infrastructure.

Two days of downfall have swept away homes, bridges and cut off roads, stranding thousands of residents in the Fukuoka and Oita prefectures on the Kyusyu island.

Bodies of three victims were found in the Asakura city in Fukuoka after a nearby river overflew and almost submerged the city, according to the Kyodo news agency.

A rescue worker was killed in a mudslide and another man was found dead in a river in the neighboring Oita prefecture.

The Japanese cabinet held an emergency meeting early on Thursday, with Deputy Prime Minister Taro Aso describing the situation as beyond the imagination. The government spokesman said 7,500 police, soldiers and firefighters had been sent to the rescue.

Thousands of soldiers and police have been mobilized on the Japanese island of Kyushu after heavy rains caused rivers to burst their banks washing homes and people away, the top government speaker said Thursday.

"Since this morning, 7,500 personnel from the Self-Defense Forces, firefighters and police have been deployed to the scene. Over 40 helicopters are on standby," Chief Cabinet Secretary Yoshihide Suga said at an emergency press briefing.

An estimated 556,000 residents in parts of the southwestern Fukuoka and Oita prefectures have been told to evacuate after flash floods and mudslides hit the island in the past two days. The spokesman said there were reports of a child being swept away. According to the NHK news channel, at least ten people are missing.

The downpour, the like of which has not been since since the late 1950s, hit the rural Ningxiang County, destroying 14,000 homes and damaging a dam, according to the People's Daily.

Miles of farm lands in the area have been overflown. Power was cut off to 13 villages. The disaster has reportedly caused damage worth 9 billion yuan ($1.3 billion).
