Hello. I checked your link and for me it seems that this might be what they actually say...
Featuring a mere 15-centimetre mirror, this satellite won't be anything revolutionary as it concerns sky-to-earth surveillance capabilities...
The question is: is a suitcase-sized satellite like this enough to track near earth orbit objects? By no means, no. Shouldn't they spend more money on early warning systems, than the poor 10m dollars they spent on this device?

It seems for once more that informing people does not fit their agenda...
