In 1950, the U.S. Navy sprayed Serratia marcescens bacteria into the air near San Francisco over a period of six days. Dubbed "Operation Sea Spray," the project was intended to determine how susceptible the city was to a bioweapon attack. This is to say that it is morally preferable for compulsory moral bio-enhancement to be administered without the recipients knowing that they are receiving the enhancement."
