Loved The Undergrounders series. Was recently watching the Why Files episode on Charles Hall and the Tall Whites who were apparently participating in technology exchange programs with the US military in underground bases.
The story is from mid 1960s. It seems to me that if Charles’ story is true, then those beings may also be a part of this underground population. The tall whites have a chalky white skin and silver blond hair and they’re frailer than humans (perhaps “on the surface”). They were secretive about their home planet and made it seem like they were from somewhere outside the solar system and their planet was larger than earth. That didn’t make sense because their bones were thinner and so the gravity must have been lower, which is true underground.
They also transferred some basic tech to Lockheed/Boeing (transistors, optical fibers etc) that went into their scout crafts (description matches that of a Tic Tac ufo which was also coincidentally spotted by Cmdr David Fravor hovering ~50ft above the ocean surface, while a bigger craft was under). The goal of the tech transfer was to get some of the components manufactured here on the surface by these companies. But they didn’t transfer their anti gravity or space travel tech because apparently they didn’t want humans to reach their home planet with nuclear weapons. Which sounds like a cover story to deflect attention away from their underground presence here on planet Earth.

Forgot to mention, the Tall Whites could communicate with Charles telepathically and could grow and live up to ~600-700 years of age.
