A Lycan out for a stroll? Guy in a suit is my guess also, some prankster having a laugh.
As an add to above- when I blew image up some it seems the subject is looking towards the camera- at first I thought it was looking away-and appears to have almost feline features. The image degrades considerably when enlarged, but I think I can make out the eyes and nose? Strange “security” camera has such poor resolution- how is anyone to identify a possible vandal or criminal from this?
